The campaign is designed to raise awareness among customers yet to switch to a digital landline and coincides with new research that shows Brits often delay taking action on essential tasks, with many assuming that if something still works, there is no urgent need to act.

In the final year ahead of the UK’s landline switch in January 2027, that instinct could lead to disruption if customers do not respond when contacted by their provider. The switchover represents a significant national upgrade, as the UK moves from failing, decades-old infrastructure to safer, more reliable digital landlines. Insight has revealed that most Brits who have made the switch say they feel more reassured about making and receiving calls, thanks to the additional benefits digital landlines offer. With BT, these benefits include safeguards against unwanted calls, which in the past year alone, has seen its digital landline scam protection service stop more than 91 million scam and spam attempts on customers

Research reveals a widespread tendency among UK adults to delay essential tasks, with nearly two thirds (63%) admitting they regularly put off life admin such as updating passwords or switching providers. Almost one in three (29%) say they have ignored or delayed responding to messages from essential service companies, with many assuming things will continue as normal if they do not act. However, this behavior can have consequences, with three in ten (30%) having missed a deadline, leading to late fees, rebooking or increased payments.

Together, the campaign and research highlight the importance of acting now so customers don’t risk disruption by delaying the move to a safer, more reliable digital landline ahead of the January 2027 switchover.

Helping the nation act – “Don’t Put Off the Switch” with Clare Balding

While the vast majority of BT customers have already made the move to digital landlines, Clare Balding is leading a new national “don’t put off the switch” campaign to encourage customers yet to make the switch to act promptly when contacted and complete their move from analogue landlines and help ensure they are ready for future-proof connectivity.

The campaign coincides with expanded targeted activity across the UK – including, regional outreach and accessible communications materials – to ensure no one is left behind.

“When your provider gets in touch, it’s vitally important you act to ensure your landline services keeps running smoothly. What’s more, new research* reveals that most Brits who have made the switch say they feel more reassured about making and receiving calls, thanks to the additional benefits digital landlines offer.

The UK’s ageing PSTN (Public Switched Telephone Network) runs on analogue copper infrastructure and has become increasingly unreliable. It no longer meets the connectivity standards expected in today’s digital age. Supported by Government and Ofcom, the nationwide move to digital landlines is delivering a more reliable and resilient service fit for the future. Similar upgrades are already underway or complete in countries including Australia, Germany, France and the Netherlands.

BT is investing more than any other provider into the UK’s digital infrastructure to support next-generation connectivity and services. This includes plans to bring full fibre – the UK's most reliable broadband technology – to 30 million UK homes and businesses and 5G+ mobile connectivity to 99% of the population. BT Group’s full fibre broadband network currently reaches two thirds of the UK’s homes and businesses and its 5G+ mobile network reaches 69% of the population.

Allison Kirkby, BT Group Chief Executive, said: “Upgrading the UK’s digital backbone is essential to make sure everyone has the modern, secure and resilient connectivity they can trust to help them prosper in a connected world. Failing, decades-old infrastructure holds back homes, businesses and digital inclusion ambitions.

“BT is currently one of the biggest investors into UK infrastructure and will have invested more than £40bn into the country between 2020 and 2030. We know that growth and opportunity is unleashed, as a result of our investment and when people, businesses and communities connect to our digital networks.

Time to Act:

In the final year of the nationwide upgrade, BT is reminding customers that support is available and that failing to respond to messages from their provider may result in disruption to their phone or broadband services as the switchover deadline approaches.

Supporting consumers and businesses:

The majority of BT handsets are compatible with BT’s digital landline service, and customers will generally keep their existing number and pricing when moving over. Customers may need to confirm their preferred option, plug their phone into their broadband hub, or book an engineer visit. Customers with additional needs, including those who use telecare devices or pendant alarms, should inform their provider as soon as possible so the right support can be put in place.

BT is also working with businesses of all sizes to support them in the upgrade, with around 80% of private and public sector customers now migrated their voice services from analogue to digital. Since the beginning of 2026, BT Business has now begun upgrading many remaining organisations through ‘protective migrations’ where possible, automatically moving their analogue services onto the right long-term digital solution.

All businesses who haven’t yet upgraded are being contacted directly to agree migration plans, test new solutions and confirm how services are used within their organisation – which is critical given not all services can be upgraded automatically. Engagement therefore remains vital, particularly in critical national infrastructure sectors, to avoid disruption and ensure services continue to operate safely and securely beyond 2027, with further information available here in this blog.

Protecting the Most Vulnerable:

Protecting customers with additional needs remains BT’s top priority and will continue to be a core focus throughout 2026 as the switchover progresses. Landline providers will also offer vulnerable customers with a free battery back-up device so their landline can continue working in an outage.

It comes as a major new campaign funded by BT and Virgin Media and backed by the UK Government launches today (Monday 2 June), urging the millions of telecare users in the UK– typically elderly and disabled people – as well as their support network to identify themselves so nobody gets overlooked.

Many local authorities and private telecare operators have already signed data sharing agreements with landline providers to ensure that as many telecare users have been identified as possible. Almost three million customers across the UK have already made the switch to Digital Voice, helping to future-proof their communications and ensure they’re ready for a more connected, digital future.

Helping the Nation Make the Switch – with Moira Stuart

The new campaign is designed to reassure customers that, for most, switching to a digital landline is simple – while also helping those with additional needs, or their loved ones, understand what support is available to them and how they can make the move with confidence.

As someone who has personal experience of scam calls, Moira Stuart is also highlighting how Digital Voice features like Enhanced Call Protect – which blocks over 17,000 scam calls every day – can offer extra peace of mind, particularly for older or more vulnerable people.

“Like many people, I’ve relied on a landline for most of my life – so I was curious to understand what switching to Digital Voice really means,” said Moira.

“I’ve learned that for most of us, it’s as easy as plugging your phone into your broadband router, and you’re good to go. It’s great to see how much BT is doing to support its customers through the change – and I know first-hand how important it can be to have that extra protection against scam calls.”

During the campaign, Moira visited Mr. and Mrs. Mitchell, BT customers in their 80s from Boston, Lincolnshire, who recently made the switch. Initially apprehensive about the change, they shared how straightforward the process turned out to be, offering a reassuring perspective for others who may feel uncertain about the transition.

“We were a bit unsure how to make the switch at first, so we got in contact with BT, who arranged an engineer to come to our home and help us switch over,” said Mrs. Mitchell. “He was finished in no time at all and everything worked straight away – no fuss at all. It’s good to know Digital Voice can help block scam calls too.”

Regional rollout for vulnerable customers

Recognising that some customers may require additional support, BT's latest regional rollout is focused on ensuring help is available for those who need it most. From late-spring, vulnerable customers will begin making the switch to Digital Voice, supported by free in-home visits from engineers and battery backup units to keep them connected during power cuts.

Rollout schedule for vulnerable customers:

Spring 2025: East of England, Northern Ireland, Wales, Yorkshire & Humber

Summer 2025: East Midlands, London, North East England, Scotland

Autumn 2025: North West England, South East England, South West England, West Midlands

BT is working closely with local authorities, telecare providers and community organisations to deliver the right support, in the right places, at the right time.

For those without broadband, BT will provide a dedicated landline service, requiring no new equipment or engineer visit. This will ensure these customers can continue using their landline in the same way they do today until 2030.

“The switch to digital landlines is a once-in-a-generation change,” said Lucy Baker, All-IP Director at BT Group. “Continuing with our regional approach means we can give vulnerable customers the time and support they need – so no one is left behind. It’s vital that everyone has the opportunity to benefit from more reliable, secure technology and is equipped for the increasingly connected world we’re moving towards.”

Get ready for the switch

For most households, the switch to Digital Voice is as easy as plugging a phone into the broadband router instead of the wall socket. Over 99% of handsets already work with Digital Voice.

All customers will receive at least four weeks’ notice before any change. Those who feel they need extra support are encouraged to register via BT’s Additional Needs webform.

As part of its Connected Together initiative, BT is also calling on friends and family members – particularly those supporting elderly or vulnerable relatives – to help their loved ones through the switchover and ensure they stay confidently connected.

To learn more or request support for yourself or a loved one, visit bt.com/connected-together or call BT’s customer care team.

Corporate,Consumer,Digital Voice

With machine learning, Hiya is able to improve its scam detection and protection the more malicious calls it encounters – in one day blocking more than 46,500 scam calls. According to data from Hiya, UK residents received an average of 3 spam calls per month from January to June this year, with 28% of all unknown calls flagged as spam. This equates to approximately 195 million spam calls per month.

2.5 million BT customers already receive the new call vetting service, a benefit of migrating to Digital Voice. This figure is set to double as more customers upgrade to digital landlines, and BT expects to block more than 1.5 million scam calls monthly once all customers have moved over to Digital Voice.

On receiving a potential spam call, customers see a visual warning on their landline phone display, saying, “Nuisance?”. They have a choice to reject or accept an inbound call that is flagged as a spam call. Scam calls are automatically diverted to a customer’s junk voicemail, protecting them from the threat of scammers. Any call from a registered business will have their name displayed to verify it as genuine. Overall, the service gives Digital Voice customers peace of mind and enhanced protection from scam and spam calls.

Any customer can potentially fall victim to voice scams known as ‘vishing’ where fraudsters attempt to collect personal data over the phone. These types of scams are becoming more and more popular with scammers making unsolicited calls masquerading as an organisation that people know and trust. Their aim is to harvest personal data such as bank details or account passwords and use these to exploit consumers.

Lucy Baker MBE, BT Consumer’s All-IP Director said: “Our top priority is ensuring our customers feel secure and confident when using our services. This new Hiya technology is now integrated with Digital Voice and is proving to be incredibly effective at stopping scam calls. We remain committed to protecting customers during the switch to digital landlines.”

Alex Algard, CEO of Hiya added: "We're thrilled to be supporting BT in its mission to shield users from unwanted calls. It’s great to see that our technology has successfully blocked fraud and spam calls, which will in turn give customers the confidence to answer their phones and engage in meaningful conversations without the interruption of unwanted disturbances. This progress underscores our dedication to enhancing digital safety and improving the user experience."

BT has made significant progress rolling out Digital Voice across the country as the UK moves from analogue to digital landlines. This once in a generation upgrade aims to future proof the UK’s landlines and to replace outdated technology. BT has embarked on extensive community outreach, visiting 340 towns and cities across the UK, reaching 30% of the nation’s urban areas.

Enhanced Call Protect is included as a free service for Digital Voice customers on their BT home phone plan.

Given the rising number of malicious calls, BT advises customers to remain vigilant. Tips to avoid scams include:

If you receive a suspicious call, put the phone down and call back on a trusted number to verify the call

If you mistakenly give a caller your bank account details, contact your bank immediately.

If you receive a suspicious call, report the call to us here.

Block any suspicious numbers after you have reported them.

Remember:

Take a moment to stop and think. This blocks millions of calls from fraudsters reaching our customers and those on other networks every year.

ENDS

About Hiya

Hiya is trusted by global businesses, carriers, and consumers to provide secure, engaging connections and stop unwanted calls. We’re carrying out a necessary upgrade to the technology that supports customers’ phones in their homes. One that will bring long-term benefits and a service fit for the future.

We underestimated the disruptive impact this switch would have on some of our customers. With hindsight we went too early, before many customers – particularly those who rely more heavily on landlines – understood why this change is necessary and what they needed to do. Pausing has enabled us to take time to listen to our customers’ concerns and their specific needs to make sure we have the right options and equipment available when we are ready to resume the rollout.

So, what have we been doing in the meantime?

We have appointed Lucy Baker to lead the huge body of work to move customers’ landlines onto the new digital technology and, critically, to make sure we get things right for our customers. Lucy’s experience in communication projects essential to public safety means she is the right person for the job.

Lucy was awarded an MBE for services to the NHS during the pandemic, when she led BT’s coordinated Covid-19 response. Working with healthcare providers in the NHS – from CEOs to critical care staff – Lucy supported the LifeLines project designed to connect families with their critically ill loved ones in ICUs in 150 hospitals across the country. Using the latest 5G technology, she led the development of solutions to support remote triage and diagnostics.

Drawing on her experience as Head of Customer Engagement for the Emergency Services Network, Lucy founded the Digital Voice Advisory Group. It’s an assembly of charities and representative groups brought together with the intention of better understanding how the switch will affect different customers.

This group of key stakeholders has been indispensable in helping to shape our plans for when we come to restart switching customers to digital later in 2023. Specifically, we’ve consulted them on how best to create awareness among customers so they understand why they need to switch, what they need to do, and how to speak to us if they have any concerns.

We’ve been testing this approach with customers in Salisbury and Mildenhall, who will be among the first in the UK to benefit from the changeover to digital phone lines as part of our pilot schemes. Lucy has taken her team and their information bus into town to speak directly to customers, as well as any friends and family who wanted to find out more about the switch and raise any concerns.

Taking the time to listen to our customers and having experts on hand to help has been a great success. We plan to take this approach when we are ready to restart the rollout.

This brings me to the final part of this update: I want to reassure our customers that when we do restart, likely in the spring of 2023, we will contact you ahead of time and give you the opportunity to raise any concerns with us. And we will have the key solutions in place to provide customers with confidence in their new home phone service These include:

Hybrid phones that can switch to a mobile network and have an in-built, long-lasting battery.

The option of longer-lasting battery back-up units for customers who want or need them.

Providing in-home ‘mobile landlines’ for people without broadband.

Addressing so-called mobile ‘not-spots’, with continued investment in the Shared Rural Network. In the past 12 months, we’ve improved mobile coverage in more than 500 areas across the UK. And we expect to extend coverage in a further 900 locations by 2024.

Raising awareness so that our customers better understand the need to switch.

Continuing to proactively engage related industries – such as healthcare pendant and burglar alarm providers to ensure our most vulnerable customers continue to get the service they need.

We’re continuing to work on other things, too – including advancements to scam-call shielding and fraud reduction tools, which we know are becoming ever more important to our landline users.

We need to upgrade the UK’s infrastructure in so many areas. Telecommunications is one of them – and that includes the switch from analogue to digital phone lines. This, alongside the once-in-a-generation upgrade to a new Full Fibre network, will change the way we watch TV, connect our homes and businesses, and help the UK maintain its position as one of the most advanced digital economies on the planet.

And we are working hard to upgrade our customers in the smoothest, most efficient way possible.

People blog,Consumer,Digital Voice

</pp:boilerplate>

By Chris Howe, Customer Change Director BT, EE, Plusnet

Home phones are changing. Just as television went from analogue to digital, now it’s the turn of the humble landline. The UK is the latest country to upgrade its home phone network following Japan, Sweden and Germany. By 2025, Openreach, the company that maintains the phone network, will be switching off the 30-year-old analogue copper-based system which is no longer fit for purpose. That means home phone providers like us need to move their customers to the next generations of voice services like BT’s Digital Voice, which runs over the broadband line, rather than a separate analogue line. Virgin Media O2 is also making the same technological shift on its network.

For the vast majority of customers, the upgrade is a simple one which requires no in-home installation work. Put simply, instead of plugging in your home phone to a wall-mounted phone socket, customers can either wirelessly connect their handset to their BT Smart Hub broadband router, or plug it in to a port at the back. Calls then travel over the digital broadband network, rather than the old analogue one. Over 95% of handsets in customers’ homes are compatible with Digital Voice, so there will be no need for most customers to buy new devices. We offer Digital Voice customers the option of either a free handset or an adapter, which allows their existing phone to be used if they need one ahead of their upgrade.

Because this new digital line is capable of carrying so much more, we’re able to make enhancements to this service that have simply not been possible with the older analogue technology.

Better quality calling

Call quality is noticeably clearer than on the older, analogue network. Talking on Digital Voice is like calling in high definition, it’s as if the person is the same room as you.

Better spam call prevention

Our mobile network, EE, recently launched a new spam blocker which uses AI to identify and stop scam messages arriving on our customers’ devices. Since launch, it has stopped over 60 million scam messages. In the coming months we’ll be rolling out similar technology to our Digital Voice customers, which will identify unusual patterns and calling trends and block suspicious calls on the network resulting in a much safer experience for our customers.

Better for the environment

By removing the need for the analogue phone network, we can save large amounts of electrical power that this old network needs to run, helping us to meet our climate targets. In fact, the amount of power used by the old analogue network is one of the reasons, (alongside the fact that it’s fast becoming obsolete) it needs to be switched off.

Fully wireless homes

By upgrading our landlines so that they work over broadband, we’re removing the last remaining barrier to creating 100% wirelessly connected homes for our customers. The only connection required will be to your router. In the future. everything in the home, including computers, TVs (with our latest BT TV set top box) and now landline phones, will be connected over Wi-Fi.

Working collaboratively with Ofcom, government, and the wider industry on our plans, we began our upgrade programme last year and now have one million customers enjoying the benefits of Digital Voice. This is a huge undertaking, and we want to ensure we get it right. That’s why, at the moment, we’re only upgrading customers who already have or will be getting fibre broadband. This has allowed us to test and tweak how and when we contact our customers in line for an upgrade, letting them know about the planned change and what they need to do to prepare for it.

Supporting our customers every step of the way

Most landline handsets today require power to work, this is no different with Digital Voice. We currently advise our customers to have a backup mobile phone somewhere in their home which they can use in the unlikely event of a power outage. Calls from a mobile phone to 999 are made on any available network, not just your providers. With 99% of UK premises covered with at least 2G signal there will be some people who will need further support. For these customers, who live in areas with more frequent power cuts, we will provide a battery back-up unit which can power a Digital Voice service for over an hour.

Across BT, we’re proud of the support we offer to our vulnerable customers. For many of these customers, and others, the landline is a lifeline and the prospect of a technological change can seem scary. We want to reassure all of our customers – from the least technical to the early adopters – that when we’re ready to upgrade them to the new era of home phones, we will be with them every step of the way. We’re putting the following steps in place to ensure our most vulnerable customers are supported:

We have no plans to upgrade those customers with only a landline (and no broadband line) to Digital Voice until the latter part of 2023, and will upgrade a small number of customers before this to ensure their journey is seamless

We’ve put measures in place to ensure customers flagged as vulnerable customers who do have BT broadband are not upgraded until much later in the programme

We’ve been working with alarm and health pendant providers who use the analogue network since 2018 to prepare them for this change. Customers will need to contact their provider ahead of the upgrade. Where we know a customer has one or both of these, we have removed those customers from the upgrade programme for now

Any customer with concerns after receiving a letter from us should speak to us and we will discuss their options which can include delaying their upgrade for a year, when other solutions may become available

Where needed, we will send out in-home engineers to help those customers who may require a little extra help

You don’t need to be a broadband customer

For some of our landline only customers, an internet connection is either not available or unwanted. And where broadband is unavailable, we’re looking into new solutions which use our 4G mobile network to connect a familiar looking home phone handset. We’ll be sharing more information on this solution later next year. For customers who don’t want broadband, we will simply upgrade their landline to a Digital Voice line (free of charge).

We promise not to leave any customer without a connection. We also promise to ensure that all our customers will have been sent enough information, well ahead of their upgrade to ensure a seamless experience.

So far in our rollout programme we have only been writing to those customers who are preparing for their own upgrade, letting them know weeks before their upgrade day. Later next year, we’ll be rolling out a far-reaching public awareness campaign to make sure all our customers know what to expect between then and 2025.

We’re looking forward to rolling out the next generation of home calling in the coming years, allowing everyone to enjoy the benefits of the digital revolution.

People blog,bt,Consumer,Digital Voice
